I've found out the patch, it was Patch 4 any mods before or after patch 4 will not work. If you want to have a save installed that gives 100% of the game. Install that beforehand into the obb.

I was working on it for super long, this is the first one for awhile that actually works without using Rookie Sideloader
It works! with mod support, I don't know the patch/version though.
